At the beginning of 2026, the UK took a fresh approach to equipping its armed officers. The Metropolitan Police ran the Police Primary Carbine System Framework, which selected 6 carbines which could be procured directly by other UK police forces.
Previously, UK police forces had had to run their own tenders and trials to select and procure firearms for their armed officers. The new Police Primary Carbine System (PPCS) Framework streamlined this process, and as weapons in various forces come to the end of their planned service life, they can now be replaced from the PPCS-approved weapon system list.
The UK’s 48 police forces (big and small) are currently equipped with a plethora of firearms ranging from HK MP5s to LMT MARS, and from SIG MCX to HK G36C, many of these systems are reaching the end of their service lives and will need replacing over the next 5-10 years.
The PPCS framework selected the approved carbines on the basis of a number of factors: the weapons had to have either a direct impingement (Stoner’s gas expansion system) or short-stroke gas piston system, a T-charging handle, chamber UK police standard Federal Tactical Bonded .223 ammunition, have a 10 inch barrel and the ability to mount back-up iron sights and enablers. They also had to be able to be used by personnel wearing personal protective equipment, standard-issue body armour and respirators. There were also weight and trigger pull weight requirements.
The successful carbines which were added to the PPCS framework include:
- FN 15 Advanced Semi-Automatic Rifle (ASR)
- Knight's Armament Company (KAC) KS-3
- Glock GR-115
- Beretta New Assault Rifle Platform (NARP)
- IWI ARAD
- Colt Canada C8
Hands-on With the FN 15 ASR
I recently had the opportunity to put some rounds through FN UK’s entry into the PPCS framework, the FN 15 ASR. The FN carbine has proven to be one of the standouts of the framework and has already been selected by 7 police forces, with several more expected to select it in the near future. Kent Police have become the first UK police force to select the FN 15 ASR, making them the very first UK force to adopt an FN-made weapon.
“The FN-15 is purely built for law enforcement,” explained Sean Bessent, FN UK’s Business Development Manager, Law Enforcement & Security, “it’s not a military weapon which has been adapted; it was built with law enforcement's needs in mind.” As a result, the FN 15 ASR, a classic AR-15 pattern carbine, is lightweight at 6.78 lbs (2.8kg), fully ambidextrous and has a svelte MLOK forend. The forend, Bessent noted, is perfect for male or female officers with smaller hands, and the dimpling along its length adds tactility.
FN UK offers the FN 15 ASR unsuppressed and suppressed with Ase Utra’s DUAL556-S-BL Gen 2 suppressor. The Ase Utra suppressor has the benefit of being a reliable, robust design which isn’t regulated under ITAR. The suppressor’s flow-through design minimizes gas back into the user's face and improves situational awareness for officers on the ground using them in confined or public spaces.

The FN 15 ASR has fully ambidextrous controls, a Radian Raptor charging handle, a LaRue MBT 2-stage trigger and a 11.5in cold hammer-forged 21CrMoV5-11 steel barrel tipped with a 1/2x28 threaded muzzle. At the rear, it has a Magpul MOE SL 6-position stock and an overall length of 28.6 inches with its stock collapsed. At the range, the FN 15 ASR felt like a handy, pointable carbine, which made engaging targets out to 100 meters with a red dot simple.
It was easy to see why a number of UK police forces have selected it so far.
